Through the Fine-Tuning Argument we learn that the occurrence of a Universe that possesses life permitting conditions is extremely unlikely, if the values of any of the fundamental physical constants had differed only slightly from those observed, the evolution of the Universe would not have been possible. Iosif Shklovsky the famous astronomer and astrophysicist that co-authored Intelligent Life in the Universe in 1966, with Carl Sagan, reviewed these constants and retracted from his first conclusions and in front of a Soviet Scientific Council said that he believed it to be a “True Miracle” that intelligent life had ever developed, emphasizing the impossibility of chance.
